Fill your image with black. Go to Filter >> Noise >> HSV Noise & follow the settings below:
     Holdness: 2
     Hue: 3
     Saturation: 10
     Value: 124

Make a new layer and fill it black also. Then, go to Filter >> Noise >> RGB Noise & follow these settings:
     Red: 0.13
     Blue: 0.10
     Green: 0.07
     Alpha: 0.00
Now set this layer to screen

And to finish your texture/background, add grunge brushes or play around with the Flame (Filter >>Render >>Nature >>Flame) plugin.
