First add your vector brushes in whatever color you want. Make sure it's on a new layer.

Now right click the brush layer, and select Alpha to Selection This will select the brushes you added. Now go to the Paths Dialog and at the bottom click the button You should have a new path in the dialog area.

Deselct (Shift+Ctrl+A) the brush layer, and after that make a new layer.
Change the foreground color to the color you want the outline to be.
Back in the Paths Dialog, click the button and edit the settings to you liking. For a simple outline, set stroke to 1.0 and leave everything as it is.

And finally, use the tool to move the outline to where you want it.
